On motion by Teeples second by Hertel, the Council approved the November 28, 2006 Council minutes with the motion regarding Xenia Rural Water District amended to read as follows: The Council reviewed a notice of intent submitted by Xenia Rural Water District to provide water service to a new area within two miles of the city limits of Jefferson, and on motion by Hertel second by Figenshaw, the Council directed the City Attorney to request the Water District to modify its proposed plan to provide that it would not serve any users within the area lying south of the U.P. Railroad between Kirkwood Avenue and Linwood Avenue, except for the existing residence located at 1434 Linwood Avenue.
On motion by Bunkers second by Teusch, the Council approved taking from the table the motion of December 12, 2006 made by Teusch and seconded by Hertel to approve obligating $300,000 in FY 07-08 to the Downtown Streetscape Project. The Council removed the motion from the table in order to discuss the Downtown Streetscape Project.
The Council discussed the Downtown Streetscape Project at length and in depth. On motion by Hertel second by Teeples, the Council approved an amendment to Teusch’s motion of December 12 to approve the city obligating $250,000 to the Downtown Streetscape Project with the project to be done in parts (if necessary), the city to communicate to the public the exact dollars the city has already spent on the project and the city to begin work on the design standards for the downtown storefronts.
