CITY COUNCIL MINUTES

COUNCIL MEETING

NOVEMBER 28, 2006

7:30 P.M.

PRESENT: Bunkers, Figenshaw, Hertel, Teeples, Teusch
ABSENT: None

Mayor Madson presided.

No citizens spoke at the open forum.

On motion by Teeples second by Bunkers, the Council approved the following consent agenda: November 14th Council Minutes, renewal of Class C Liquor/Beer Permit for Peony Chinese Restaurant, and approval of Pay Estimate No. 4 (final) for the 2005 P.C.C. Paving at the Jefferson Municipal Airport, in the amount of $19,527.04.

City Administrator Hailey reported Department Head training will be held on December 4, 2006, and a Downtown Streetscape Meeting will be November 30, 2006 at 1:30.

Councilman Hertel and Councilperson Teusch were unable to attend the Park and Recreation Swimming Pool Meeting, so Councilmen Figenshaw and Teeples attended in their absence. A walk through took place at the pool and several things were seen that need repair. Maintenance of the pool is a main concern. A job description for the Pool Manager is also needed.

Councilman Hertel reported the Greene County Development Corporation will be holding two training sessions and are also conducting business calls.

RESOLUTION NO. 46-06
The Council discussed the former alley south of Russell and west of Elm. City Attorney Schwarzkopf had heard from one person and the City Administrator had heard from three people on this issue. On motion by Teeples second by Hertel, the Council approved Resolution No. 46-06, a resolution continuing the use as a public alley and summarizing the City Attorney’s findings while researching this issue.

RESOLUTION NO. 47-06
The Council discussed the Xenia Rural Water District notice to provide water service within two miles of Jefferson. Cost is a concern in extending water lines every direction from Jefferson. On motion by Hertel second by Figenshaw, the Council approved Resolution No. 47-06, a resolution approving an agreement with Xenia Rural Water for serving areas with water and reserving areas foreseen as potential growth in the next 30 years.

Mayor Madson gave a review and comparison on the water rates and discussion was held. On motion by Teusch second by Hertel, the Council approved second reading of an ordinance to adjust water rates by 5% on January 1st, 2007 and 5% on July 1st, 2007.

Mayor Madson gave a review and comparison on the sewer rates and discussion was held. On motion by Hertel second by Bunkers, the Council approved second reading on an ordinance to adjust sewer rates by 25% on January 1st, 2007 and 20% on July 1st, 2007.

The Council discussed the PAWS proposal for hiring of a part-time custodian at Greene County Animal Shelter. On motion by Hertel second by Teusch, the Council accepted a proposal with an Experience Works applicant. The job position will be 2 hours per day on Monday, Thursday, Friday, Saturday, and Sunday. PAWS will pay $1500/yr. and the City paying $1500/yr. for the position.

The Council discussed purchasing a new recycling truck. On motion by Bunkers second by Teeples, the Council approved the purchase of a 2007 International chassis with a Kann side dump recycling truck from Elliott Equipment Company for $119,749.00 (including trade in).

RESOLUTION NO. 48-06
On motion by Hertel second by Bunkers, the Council approved Resolution No. 48-06, a resolution approving the submittal of the Five-Year Capital Improvement Program for the Jefferson Municipal Airport and certifies a local match of 5% for each project awarded a grant.

There being no further business the Council agreed to adjourn.
