Mayor Madson presided.
Discussion was held with Mr. Jack Lipovac from HR-One Source on setting top priorities, writing sample questionnaires and setting a timeline in the search for a new City Administrator. Applications were reviewed. Interviews will be held between November 29 and December 1.
No citizens spoke at open forum.
On motion by Hertel second by Figenshaw, the Council approved the following consent agenda: October 23, 2007 Council Minutes; payment of bills from City funds; water line easement for J. Duane Russell and Teresa K. Russell; special Class C Liquor License (BW) (Beer/Wine) permit renewal for Peony Chinese Restaurant; Change Order No. 2 for Allied Construction in the amount of $68.00 for Lincoln Court Improvements Project, Change Order No. 3 for Allied Construction in the amount of $3,356.30 for Lincoln Court Improvements Project; Pay Estimate No. 3 for Allied Construction in the amount of $95,690.18 for Lincoln Court Improvements Project; Change Order No. 2 for King Construction in the amount of $440.00 for Lincoln Court Improvements Project; Change Order No. 3 for King Construction in the amount of $2,422.16 for Lincoln Court Improvements Project; Pay Estimate No. 4 for King Construction in the amount of $3,773.55 for Lincoln Court Improvements Project; and accept the Lincoln Court Improvements Project, Division II, Section 1-Utility Construction (King Construction) as Substantially Complete.

This was the time and place for a public hearing on owner-occupied rehabilitation housing program funding application. Mr. Rick Hunsaker, Director of Region XII Council of Governments was present. The City of Jefferson conducted a citywide interest survey for housing programs via a direct mailing to all residents within the city limits. As a result of that activity, the need for a city-wide owner-occupied housing rehabilitation program was confirmed and a targeted area was based on the location of the responses. The City will be seeking $349,990 in funds to address this need from the Iowa Department of Economic Development’s Housing Fund (IDED). The City will provide $30,000 to pay for the program eligible costs and technical fees for the proposed activity as matching funds. The application will be submitted November 30, 2007. The funds received from IDED will be used for the administration ($15,000) of the program contracted with Region XII Council of Governments. The balance of the funds will be used for the program rehabilitation and a portion of the technical services contract. The program will enable the rehabilitation of a minimum of 10 low and moderate income family homes through an application process. All households to benefit from federal funds will meet the income eligibility test of income less than 80% of median income according to the Housing and Urban Development guidelines. The rehabilitation activity will be focused on a targeted area that includes the area on and within the boundary lines starting at the intersection of Oak Street & Adams Street, south to Russell Street then west to S. Walnut Street then north to South Street, west to Grimmell Rd, North to Adams Street then East to the point of origin.
All homes assisted will meet the Iowa Minimum Rehabilitation Standards and be tested to be lead-safe upon completion. Temporary displacement of the families may occur during the rehabilitation disturbing lead based paint. The families temporarily displaced will be assisted relocation with the IDED program funds. No businesses will be displaced during the project. The nature of the proposed activity is to preserve the existing housing units, increase energy conservation, and eliminate health and safety hazards in the homes. The Mayor called for any oral or written comments and there were none. On motion by Hertel second by Teeples, the Council closed the public hearing.

RESOLUTION NO. 33-07
On motion by Bunkers second by Hertel, the Council approved Resolution No. 33-07, a resolution approving the Submittal of a State of Iowa Department of Economic Development Grant Application through Region XII Council of Governments for owner-occupied housing rehabilitation funding.

RESOLUTION NO. 34-07
On motion by Teeples second by Bunkers, the Council approved Resolution No. 34-07, a resolution approving the Submittal of a State of Iowa Department of Economic Development Grant Application through Region XII Council of Governments for homeownership assistance funding.

The Council discussed the renewal of the Tax Abatement program which expires December 31, 2007. Rick Morain, Jason White, Ruth Freeman, Sid Jones, Mike Wright, Jim Pauley and Mark Bauer spoke to the Council regarding this issue. They were all in favor of extending the tax abatement program and possibly expanding the program to 3 years. On motion by Hertel second by Bunkers, the Council set a public hearing for a 3-year, 100% tax abatement (duration of 3 years) for November 27, 2007 at 5:00 p.m.

Mr. David Sayre addressed the Council regarding changing the status of the stop signs on Russell Street (at Olive and Cedar Streets) to a permanent status. The Council will make a decision on the status of these signs at a later date.
Discussion was held on Employee Recognition Dinner. Interim City Administrator Kennedy will report back to the Council after visiting with city employees.
RESOLUTION NO. 35-07
Discussion was held on the Airport ACIP Sheets and Airport Five-Year Capital Improvement Plan. On motion by Hertel second by Teeples, the Council approved Resolution No. 35-07, a resolution authorizing the submittal of the Five-Year Capital Improvement Program for the Jefferson Municipal Airport, the airport improvement program data sheets for possible FY 2009 Federal Aviation Administration Grants, and certifying that the local match of 5% is available for each project awarded a grant.

Rick Morain, President of Greene County Development Corporation, and Jason White, Midwest Partnership Director, gave a quarterly update on GCDC and Midwest Partnership activities. On motion by Hertel second by Teeples, the Council approved the 4th quarter, 2007 funds to Greene County Development Corporation.

This was the time and the place for a public hearing reclassifying zoning for Lincoln Ridge Estates Phase One. The Planning and Zoning Commission has recommended the rezoning of the property to the Council. The Mayor called for any oral or written comments and there were none. On motion by Hertel second by Teeples, the Council closed the public hearing.

On motion by Hertel second by Teusch, the Council approved first reading of an ordinance rezoning Lincoln Ridge Estates Phase One from A (Agriculture) to R-1 (Single Family).

Discussion was held and information presented on amending the Municipal Code Chapter 3, Section 3.02 Council Wards and Voting Precincts.
Mayor Madson reported he and others would be giving a presentation at the CAT Board Meeting on November 14th requesting funding for the Downtown Streetscape Project. He also report on the reception at the Historical Society on November 15th and the upcoming Genesis Open House/Ribbon Cutting November 16th.
City Engineer Milligan reported the Lincolnway extension is nearly complete.
Councilman Bunkers reported that the Compassionate Friends would like to place two granite benches at the Community Center.
