COUNCIL MEETING

Mayor Madson presided.
No citizens spoke at the open forum.
RESOLUTION NO. 40-06
On motion by Teeples second by Bunkers, the Council approved the following consent agenda: September 12th, 2006 Council Minutes, and Resolution No. 40-06, a resolution approving the Road Use Tax Report for FY 05-06.

City Attorney Schwarzkopf reported on Hardin Hilltop. The changes and communication are on going. He also reported the tanks have been removed now at the Warin Oil site. DNR was there and samples were taken and are being analyzed. Getting a deed now to the property. If contaminated, the costs are reimbursable. If clean, then Phillips pays for costs of the clean up.
City Administrator Hailey reported Water Superintendent Interviews are being scheduled for October 13th, 16th, and 17th.
Councilperson Teusch arrived at the meeting.
On motion by Bunkers second by Figenshaw, the Council refused a financial commitment to Alliant Energy New Rate Case.

RESOLUTION NO. 41-06
On motion by Teeples second by Figenshaw, the Council approved Resolution No. 41-06, a resolution adopting the National Incident Management System.

RESOLUTION NO. 42-06
On motion by Teusch second by Teeples, the Council approved Resolution No. 42-06, a resolution approving the Submittal of an Iowa Department of Transportation Grant Application for Safe Routes to School Program Funding.

Councilwoman Teusch reported on the Park and Recreation Board Meeting. The Hess Memorial list is to be submitted for funding. She also reported 3 committees have been organized: a Grant Research Committee, Park Master Plan Committee, and a committee to review copies of pool surveys and budget. There will be discussion on pool renovations, visioning, maintenance, and the running of the pool for next year.
The Council discussed sewer lines in developments and new homes.
The Council discussed having a custodian for the dog pound through the Experience Works Program. Rod and staff will fill in until a custodian is hired.
There being no further business the Council agreed to adjourn.
