On motion by Teeples second by Figenshaw, the Council approved the following consent agenda: June 10, 2008 Council Minutes, payment of $1,000 to Cheri Delay for 2008 Neighborhood Improvement Program, and a plumber’s permit for Fon John Murphy.

On motion by Monthei second by Teusch, the Council approved the City of Jefferson to sweep the streets in the downtown business district in Grand Junction.

On motion by Monthei second by Black, the Council approved second reading of an ordinance adopting the Code of Ordinances of the City of Jefferson, Iowa, 2008.

On motion by Teeples second by Figenshaw, the Council approved second reading of an ordinance adopting an official Zoning Map for the City of Jefferson, Iowa, and establishing districts as shown on the Official Zoning Map of the City.

On motion by Teusch second by Monthei, the Council approved second reading of an ordinance increasing water rates by 5%.

On motion by Monthei second by Teeples, the Council approved the mayoral appointment of Robert Lutz to the Library Board.

On motion by Teeples second by Monthei, the Council approved up to $2,000 towards legal fees to Greene County for the appeal to the Environmental Protection Commission regarding a vote on Prestage Farms’ application for a Confined Animal Feeding Operation. Payment would be made if Greene County exceeds $4000.00 for legal fees.

Discussion was held on supplemental engineering services agreement with Synder and Associates for the Highway 4 and UPRR Grade Separation Project. On motion by Teeples second by Figenshaw, the Council approved an Agreement for Professional Services with Snyder and Associates subject to legal review and approval.

City Engineer Milligan reported the paving in Briarwood is 99% complete.
Councilperson Black reported the Park and Recreation Department raised fees effective July 1, 2008, a formal committee has been formed for the Sports Complex Project, and the Greene County Youth Association has begun fund raising for the Sports Complex Project.
There being no further business the Council agreed to adjourn.
