COUNCIL MEETING

Mayor Berry presided.
No citizens spoke at open forum.
On motion by Monthei second by Figenshaw, the Council approved the following consent agenda: May 13, 2008 Council Minutes; and a Class B Beer License for Jefferson Area Chamber of Commerce (Bell Tower).

This was the time and place for a Public Hearing on the FY 2007-08 Budget Amendment.
Mayor Berry called for any written or oral comments and there were none. On motion by Black second by Monthei, the Council closed the Public Hearing.

RESOLUTION NO. 8-08
On motion by Teusch second by Figenshaw, the Council approved Resolution No. 8-08, a resolution approving the FY 2007-08 Budget Amendment.

Rick Morain, President of Greene County Development Corporation, and Jason White, Midwest Partnership Director, gave an update on GCDC and Midwest Partnership activities. On motion by Teeples second by Monthei, the Council approved quarterly funds to Greene County Development Corporation.

Amy Milligan, Director of the Chamber of Commerce, gave a presentation on the upcoming 2008 Bell Tower Festival.
RESOLUTION NO. 9-08
On motion by Monthei second by Teeples, the Council approved Resolution No. 9-08, a resolution requesting action to support Local Control of Animal Confinements.

On motion by Teusch second by Monthei, the Council approved second reading of an ordinance to establishing No Parking on the south side of Washington St. from North Chestnut to North Cedar.

Discussion was held on establishing a policy for the construction and replacement of sidewalks.
Discussion was held on adjusting water and sewer rates. This will be placed on the next agenda.
Councilperson Teusch left the meeting.
RESOLUTION NO. 10-08
On motion by Figenshaw second by Monthei, the Council approved Resolution No.
10-08, a resolution approving Supporting Amended Recommendation of Steering Committee for Union Pacific Railroad Grade Separation Project.

Mayor Berry reported on the Pool Grand Opening.
City Engineer Milligan reported a Pre-Construction Meeting is scheduled for June 10, 2008 at 11:00 a.m. regarding the Vest and Wilcoxway Water Main Project.
City Attorney Schwarzkopf reported on the proposed zoning code and zoning map.
City Administrator Palmer reported on the dates for a Council retreat and that the Greene County Supervisors are moving forward on the appeal of Prestage Farms’ application for a Confined Animal Feeding Operation.
There being no further business the Council agreed to adjourn.
