CITY COUNCIL MINUTES

COUNCIL MEETING

APRIL 24, 2007

5:00 P.M.

PRESENT: Figenshaw, Teeples, Bunkers, Hertel, Teusch
ABSENT: None

Mayor Madson presided.

On motion by Hertel second by Teeples, the Council approved the following consent agenda: April 10th Council Minutes with the following change: The Council discussed the five-year Capital Improvement Plan; renewal of a Lincolnway Grill Beer Permit; granted the Fire Department the use of City Hall 2nd floor for monthly meetings; and Draw #19 in the amount of $19,977.00 for the Genesis CDBG Project.

Mayor Madson reported on the proposed Assisted Living Project in regard to the possibility of a private sewer main being dedicated to the City. City crews and the City Engineer will be seeking the condition of the main and will report to Council.

Administrator Hailey reported the Kick-off for the pool opening is May 25th.

Councilman Hertel reported on a marketing meeting held April 11th and Councilwoman Teusch reported progress on the website. Councilman Hertel also reported on the Park and Recreations Survey results, and a Pizza and Politics is being held on Saturday.

This was the time and place for a public hearing regarding proposal to reclassify zoning for property at 700 W. Harrison. Oral comments were taken from Gary Wiedman and Phil Sloan regarding alley closure and letting all property owners in the block know if the entire block would become condos. City Clerk Kennedy read emails received in her office from Carlyss Major and Tim and Adriana Ely supporting the project. On motion by Teusch second by Bunkers the Council closed the public hearing.

On motion by Hertel second by Teeples the Council approved first reading of an ordinance to reclassify zoning for property at 700 West Harrison Street.

Setting a public hearing for discussion on bids received and awarding the contract for the Briarwood Estates Infrastructure Improvement Project was tabled.

This was the time and place for a public hearing regarding proposed plans to reclassify zoning for Briarwood Subdivision. Building Official Mike Wright explained the zoning changes. Mayor Madson called for any oral or written comments and there were none. On motion by Bunkers second by Figenshaw, the Council closed the public hearing.

On motion by Teeples second by Hertel the Council approved first reading of an ordinance to reclassify zoning for Briarwood Subdivision.

On motion by Bunkers second by Teeples, the Council approved third reading of an ordinance to change the time of regular council meetings to 5:00 p.m.

ORDINANCE NO. 498
On motion by Bunkers second by Figenshaw, the Council approved Ordinance No. 498, an ordinance adopting changing the time of regular council meetings to 5:00 p.m.

NAY: Teusch

RESOLUTION NO. 14-07
On motion by Hertel second by Teeples, the Council approved Resolution No. 14-07, a resolution approving Briarwood Subdivision Preliminary Plat.

AYE: Teusch, Bunkers, Hertel, Teeples, Figenshaw
NAY: None

Shannon Black, Joan Sorenson, Gary Wiederin, Vern Foje, Nicole Schilling, Dave McQuillen, Eldon Ross, Dave Redfern, Lloyd Dagit, Sandy Groves, Carla Offenburger, Wade Weiss, Jim Sankot and Sherry Johnson addressed the Council expressing their views and opinions on the Downtown Streetscape Project and the uptown Renewal Action Plan.

There being no further business the Council agreed to adjourn.
