Mayor Berry presided.
Troy Weary, Alliant Energy, presented the Jefferson Tree Committee with a $5,000 Alliant Energy Branching Out grant.
Joan Sorenson addressed the Council during open forum expressing views and opinions on the Downtown Streetscape Project.
On motion by Teeples second by Figenshaw, the Council approved the following consent agenda: March 25, 2008 Council minutes; payment of bills from City funds; and Class C liquor license renewal for Larry’s Restaurant and Lounge.

Discussion was held on the Administrative Contract with Region XII Council of Governments. A minimum of 10 homes will be rehabilitated with the Owner-Occupied Rehabilitation Grant. On motion by Teeples second by Teusch, the Council approved the Administrative Contract for $15,000 with Region XII Council of Governments for the Owner-Occupied Housing Rehabilitation Grant.

This was the time and place for a public hearing regarding the 2008 Water Main Replacement Project on East Vest and East Wilcoxway. Mayor Berry called for any oral or written comments and there were none. On motion by Monthei second by Teusch, the Council closed the public hearing.

The City received one bid for the 2008 Water Main Replacement Project on East Vest and East Wilcoxway from Holbrook Construction in the amount of $202,983.
RESOLUTION NO. 3-08
On motion by Monthei second by Black, the Council approved Resolution No. 3-08, a resolution approving and confirming plans, specifications, form of contract and estimate of cost for 2008 water main replacement project and awarding contract to Holbrook Construction in the amount of $202,983.

On motion by Teeples second by Figenshaw, the Council approved a new Class B Native Wine Permit for Prairie Blue.

Drafts of the proposed Zoning Code were distributed to the Council. Planning and Zoning Commission will meet regarding this code and will make a recommendation to the Council.
City Administrator Palmer updated the Council on the funding status of the Downtown Streetscape Project.
The Council directed $3,000 of the $5,000 budgeted for marketing of the community be used for a postcard campaign for persons riding in RAGBRAI.
Councilperson Teusch reported a sidewalk repair and replacement plan will be brought to the next Council meeting.
