CITY COUNCIL MINUTES

COUNCIL MEETING

MARCH 11, 2008

5:30 P.M.

PRESENT: Teeples, Teusch, Monthei, Black
ABSENT: Figenshaw

Mayor Berry presided.

Rick Morain, President of Greene County Development Corporation, and Jason White, Midwest Partnership, gave a quarterly update. Mr. Morain requested Greene County Development Corporation’s quarterly payment be placed on the next agenda.

On motion by Teeples second by Teusch, the Council approved the following consent agenda: February 26, 2008 Council minutes; payment of bills from City funds; and Class C Beer Permit (BC) renewal for Pamida Sore #3173.

This was the time and place for a Public Hearing on the Fiscal Year 2008-2009 Budget. Mayor Berry called for any written or oral comments and there were none. On motion by Monthei second by Black, the Council closed the public hearing.

On motion by Teusch second by Monthei, the Council approved the Fiscal Year 2008-2009 Budget.

On motion by Black second by Monthei, the Council approved third reading of an ordinance changing the meeting times for regular Council meetings from 5:00 p.m. to 5:30 p.m.

ORDINANCE NO. 503
On motion by Monthei second by Teusch, the Council approved Ordinance No. 503, an
Ordinance amending the Code of Ordinances of the City of Jefferson, Iowa, by amending provision pertaining to Council Meeting time from 5:00 p.m. to 5:30 p.m.

RESOLUTION NO. 2-08
On motion by Monthei second by Teeples, the Council approved Resolution No. 2-08, a resolution approving Plat of Survey for Ryan Smith, subject to City Attorney’s approval of the documents and required easement.

On motion by Black second by Monthei, the Council approved setting a public hearing for the Vest St. and Wilcoxway Water Main Replacement Project for April 8, 2008 at 5:30 p.m.

Discussion was held on the sidewalk crossing at the Union Pacific Railroad and State Highway 4. Further information will be gathered and presented to the Council at a later date.

Discussion was held on the zoning code and classifications.

Mayor Berry reported attending a RAGBRAI Meeting on March 4, 2008. He also reported the City of Jefferson was awarded a $349,990 grant for an owner-occupied rehabilitation grant from the Iowa Department of Economic Development. The grant awarded to the City will be used to rehabilitate 10 homes of low to moderate income families.

The Council also discussed the following: making sure a representative from the Council is at committee meetings; possible upcoming funding request for hiring a consultant for the Library; and attendance at the Highway #30 Coalition meetings.
