COUNCIL MEETING
FEBRUARY 26, 2008

Mayor Berry presided.
No citizens spoke at the open forum.
On motion by Teusch second by Figenshaw, the Council approved the following consent agenda: February 12, 2008 Council minutes.

On motion by Black second by Monthei, the Council approved second reading of an ordinance changing the meeting times for regular Council meetings from 5:00 p.m. to 5:30 p.m.

On motion by Teeples second by Figenshaw, the Council approved setting a public hearing for March 11th, 2008 at 5:30 p.m. for the Fiscal Year 08-09 Budget.

Discussion was held with City Attorney Schwarzkopf on the time frame for adoption of proposed Zoning Code.
Discussion was held on the partial demolition of former Warin Oil Station building located at 406 E. Lincolnway. A grant of $7500 has been applied for from the Greene County Community Foundation. $2000 from the escrow can be used to repair the roof. The City will partner with the County to tear down the garage portion of the building. On motion by Teeples second by Monthei the Council approved removal of the garage portion of the building and approved an application for the $7,500 grant to Greene County Community Foundation for roof repair.

Lee Horbach updated the Council on a proposed Sports Complex. No location has been identified. A committee has been formed and is working on the project.
Discussion was held on a response to a public hearing on confinement feeding operation. The City was concerned about the 60 acres of ground for application that is in the city limits. Todd Van Horn and Chris Belcot with Prestige Farms agreed the 60 acres in the City limits will be removed from their plan.
On motion by Teusch second by Teeples, the Council approved the City Administrator addressing the County at the Public Hearing on the Confinement Feeding regarding their concerns of odor mitigation and also recognize Prestige Farms’ efforts to remove the application ground within the City limits.

Mayor Berry reported he attended the Assessor’s Compensation Board meeting.
City Engineer Milligan reported on the sidewalk crossing at Union Pacific Railroad on Hwy. #4 as it relates to the Sidewalk Improvement Project. This item will be placed on the next agenda.
There being no further business the Council agreed to adjourn.
