CITY COUNCIL MINUTES

COUNCIL MEETING

JANUARY 9, 2007

7:30 P.M.

PRESENT: Figenshaw, Teeples, Bunkers, Hertel, Teusch
ABSENT: None

Mayor Madson presided.

Mr. Richard Smith reported his concerns regarding two dogs in his neighborhood.

On motion by Teeples second by Bunkers, the Council approved the following consent agenda with amended December 18, 2006 minutes to read corrected as follows: The Council discussed the Downtown Streetscape Project at length and in depth. On Motion by Hertel second by Teeples, the Council approved an amendment to Teusch’s motion of December 12 to approve the City obligating $250,000 ($100,000 in-kind and $150,000 from General Fund) to the Downtown Streetscape Project with the project to be done in parts (if necessary). The City has already spent $96,895 on the project and the City is to begin work on the design standards for the downtown storefronts.

Other consent agenda items approved by the Council were: December 12th, and December 22nd Council Minutes, payment of bills from City funds, renewal of the Pit Stop Liquor License, and the following Plumber’s Permits:

The Mayor reported a pickup truck had been sitting at the corner of Chestnut and Wilcoxway for a long time. Chief of Police Taylor said the Police Department would look into the matter.

City Attorney Schwarzkopf reported Xenia Rural Water has completed the process regarding extending rural water next to the City’s boundaries. He also reported the cemetery new plat and maps are done. The Warren Oil title has been transferred to the City.

Councilman Teeples reported the Community Betterment is looking for projects for their committee to work on.

Rick Morain, President of Greene County Development Corporation, gave a quarterly update and a request for funds. He is working on several prospects that would bring businesses to the community. On motion by Teusch second by Hertel, the Council approved the request of 4th calendar quarter funds to Greene County Development Corporation.

On motion by Bunkers second by Figenshaw, the Council approved a bid from Rex Wolfe of Cummings, IA in the amount of $8,975.00 for new columns at the entrance of the Jefferson Cemetery. The project would be paid for from cemetery land reserve.

RESOLUTION NO. 1-07
On motion by Figenshaw second by Teusch, the Council approved Resolution No. 01-07, a resolution approving Plat of Survey for Jim and Cathy Springer.

Discussion regarding Mayor and Council member compensation was tabled.

RESOLUTION NO. 2-07
On motion by Bunkers second by Teusch, the Council approved Resolution No. 02-07, a resolution authorizing moving Council Meetings to 5:00 p.m. on January 23rd, February 13th, and February 27th.
